I bought a used range and it sat for a while. Finally got it hooked up and the heating coil would only slightly heat. Have 220 across the leads to the heating elment Through the help on this site, I replaced the relay at the bottom (did find a burnt lug) and tried, nope. replaced Pre heat board, the same thing. HAve 18 ohms across the heating element so don't think that is the issue. Very stumped on this?
