Magic Chef gas oven slow to ignite 31FA-2KX

About week ago, we turned our gas oven (Magic Chef 31FA-2KX) on and found that it did now heat up. We saw that the igniter glowed, the gas flowed, but did not ignite. So, I replaced the igniter with a genuine OEM igniter. Now it ignites but there is a long (25 second) delay and mini-explosion.

Here is what happens now with the brand new igniter installed:
1) Turn oven on, after about 15 seconds, the igniter begins to glow brighter and brighter
2) About 30 seconds later, I hear the gas flowing to the burner
3) About 25 seconds after the gas starts flowing, it ignites, and when it does, there is a mini-explosion and flames shoot out of the gaps in the oven.
4) Once it does light, the burner flame is strong and blue coming from all the holes.

We thought we had a weak igniter, and just replaced the igniter with a genuine OEM factory igniter.
I pulled the burner out and it appears to be in perfect condition, no rust or soot, and all of the holes are completely open.
When the burner does light, it appears to have a good normal flame coming from all the holes and the flame is completely blue.
It seems like as it gets hotter, it ignites quicker. We made one pizza in this oven after we put the new igniter in, and it heats up to temperature (400) normally, and when the oven is hot, the gas ignites after just a couple of seconds. But when it's cold, the first light is very slow and has mini-explosion.
I did measure 120V at the igniter.
