LG Oven not heating up.

I have an LG LST5651SW free standing range that will not activate the oven elements.

The original diagnosis was the Oven Relay board was defective. It was not. I checked the old one upon removal and it was fine.
A new relay board did not solve the issue.

Upon checking the outputs from the main control board (6871W1N002C), I found the line for Relay 8 (DLB relay) was never supplying the 12 volts needed.
I checked the control circuit back to a device ID'ed as Q211 which appears to be open.

The other 2 relay lines for relay 5 and relay 6 do have power at different times, switching from one to the other, and ending on the F-7 error on the display.

The normal procedure would be to replace the entire control board, but it is a little difficult to find in Canada right now, and if that SMD device is the culprit, the repair would be quick and cheap.

Any advice would be greatly appreciated.
