PCS130B Dacor wall oven bake element not heating

Hey everyone, posting here because I am running out of ideas on my dacor wall oven. Common problem, oven was not heating up as fast as it used to and the bake element appears to be the culprit at first glance since it was not heating. I have been doing a lot of research on this site and others to try to fix the problem. At this point, I have 120v going to both bake element terminals and my bake element looks fine upon inspection and demonstrates continuity with a multimeter. So, power to a seemingly functioning element should heat up, right? Well, it isn't.

Here are some of the other things I have tested:
Power to the oven: 240v
Power to the control board: 120v at each lead/terminal
Power to bake element: 120v on each terminal when bake mode turned on
Power to broil element and convection element: both 120v at each terminal when turned on
Bake element test: continuity and 25 ohms
Broil element test: continuity and 19 ohms
Convection element test: continuity and 25 ohms
High Temp switch: tried resetting but its doesn't press in so I assume it hasn't been tripped, has 120v at both in/out leads
Temp. probe test: tested in range at room temp with a multimeter and seems to function fine in convection mode
No visible loose terminal connections, burns, ect.
No visible damage to relays and control board

Am I missing something or can an element that tests well still be faulty?
Any input would be greatly appreciated!!!!!
